But he said he has not made any settlement offer. The Executive Branch Ethics Commission in Frankfort began its investigation of Patton in September of 2002. It will work with the FBI and Attorney General Ben Chandler's public corruption unit, which also have begun investigations. Conner wrote a letter to Patton in July, hinting that she was about to talk publicly about the affair. In the letter she said she sent the governor Conner said Patton put her "in situations involving group sex and other perversions that made me sick. "I went along with it to save my business ... I plan to come clean and let the chips fall where they may."
